Pipelining and random numbers

@Ben working on updates to the end user documentation for pipeline, random numbers, simple trip model, etc.
Will be done by COB Friday

Better repository organization

@Jeff made the changes we discussed last time, including moving cdap under abm.models
Will complete Friday and merge pull request
There was some discussion about where tests should eventually belong in the repo
@Ben will post an updated package on pypi for those interested at the conference

Governance plan and presentation

@Joe and @Clint updated the plan
Everyone is ok with PMC membership being those whose contribute to the AMPO development fund for the time being
This can be revised later if there is a compelling reason; just talk to the PMC
@PMC vote for a chair, see issue #184
@Joe will finalize governance plan and post on the Governance Plan page
