Moving towards not having monolithic releases.

Discussion of what constitutes a major release. Committment to update release documentation.

TAG will take care of updating branch names.

Confirming concensus on referring to Islandora 7.x as "legacy" and > 8.x as just "Islandora" pending final confirmation with leadership and otehr groups.
