upgrade eslint-config-wikimedia from 0.20.0 to 0.27.0
upgrade eslint
upgrade grunt-eslint
apply autofixes
remove jsdoc as a separate dependency (it's built into the latest eslint-config-wikimedia)
change some rules from "off" to "warn"
change some rules from "on" to "off"
add an eslint-env jest comment to the unit test file
remove some dead code
manually fix some docblocks and unused variables
