These are changes to allow GruntBot to work alongside Discord's built-in onboarding tools in the Vancouver guild. Specifically, user verification now behaves slightly differently to accommodate how the new procedure looks.

Disable the FYI cleanup loop.

While v0.10.11 seems to have fixed the FYI cleanup, now the loop is hanging because it has too much to clean up. Temporarily release this version to allow the bot to function, and restore v0.10.11 when we either manually clean up the FYIs or when we have time to let it do it's thing.
