This PR introduces Video Mode, a framework enabling fast two-dimensional scans at a refresh rate up to ~30 Hz.
Video Mode is a Dash web app, and can therefore be accessed from any web browser (even remotely). Frontend controls allow modifying certain scan properties such as number of averages, x/y span and number of points.

video_modewhich does not actually implement video mode, but rather creates a dynamic interface for users to input QUA variables in real time. Right now I placed it incontrol_panel, but perhaps a different solutions is better suited. @TheoLaudatQM @yomach thoughts?
