Turns out that setting the event filter drops all events, so this PR moves the
SDL_SetEventFilter
call as close as possible toSDL_Init
.The filter isn't doing too much so this shouldn't cause any issues (it'll be doing more in #6235, but that could only cause some dropped events on startup).
I've tested this with #6105 and can confirm it fixes the issue so this workaround is no longer needed.
