DirectML doesn't currently support in-place Slice optimizations like it does for Split, even though in theory it should be able to support it when there are no strides and a single axis is being sliced. We should remove this optimization from ORT-DML once it's implemented in DirectML proper.
This optimization improves LLaMA 2 perf by ~15%.
