This factors away from the RID nominal_behavior scenario as test step fragment:
It also shuffles around checks in the scenario in order for them to appear in rough execution order.
Do note that no check has been changed by this PR, it exclusively factors them away.
This is required for upcoming PRs to restore a bit of clarity in that scenario before implementing additional checks.
