Reorganize tags

As discussed with @DonaldMcIntyre , this PR attempts to consolidate and standardize the tags we use on blog articles.

This PR is provisional and open to suggestions, I have made some opinionated decisions but am happy to edit if needed.

Some notes:

• I ensured all tags are lowercase singular (e.g. "Guides" -> "guide").
• "news", "videos" and "apps" are auto-generated, they are reserved and shouldn't be used, so these tags have been removed from any blog posts using them
• "course" is removed, instead I have added the tag "series", which can be used for all articles that are part of a series. They can also be tagged with "guide".
• Added series tag to the "How to contribute to ETC" series
• Rename instances of "tutorial" to legacy "guide"
• Remove "infrastructure" tag
• Remove "opinion" tag, but add opinion disclaimer for those tagged "opinion", added "philosophy" tags to those only tagged as opinion
• For posts that had changes, ensure Chinese tags and disclaimers are the same as English

From now on, please use one or more of the listed tags as below (using the lowercase version). If a new tag is needed, please open a PR to add that tag first.

Sorry for miscommunication, I meant that I applied the changes to the existing Chinese posts. Going forward, just have the Chinese version copy the English tags (as you were doing).
