Updated with data from PRIS database (update 2023/08/27)

 - Rovno-1, Rovno-2, Rovno-3, and Rovno-4 were renamed to Rivne-1, Rivne-2, Rivne-3, and Rivne-4 respectively (PRIS);� - updated country data using the latest data from Unicode Common Locale Data Repository (CLDR version 43);
 - bumped dataset version to 0.17.16;
 - updated copyright notice and year through all files;
 - updated the README and CHANGELOG files.
