release: patch v7.4.1 with docker image metadata (#191)

* 7.4.0 -> 7.4.1

* build: add docker image metadata

* ci: build on branch patch/v7.4.1 and remove other workflow triggers

* hardcode tag for v7.4.1

* CHANGELOG
