This PR includes updates to NGO that gets client synchronization working properly in distributed authority mode when scene management is disabled.

MTT-9208

Changelog

  • Added: Proper client synchronization when using a distributed authority network topology and scene management is disabled.

Testing and Documentation

  • No tests have been added.
  • Includes integration tests. (wip)

This fixes most of the synchronization issues with using a distributed authority network topology and scene management is disabled.
(There still is some form of issue with changing ownership when distributing objects)
A better way to handle object redistribution and NetworkObject synchronization when scene management is disabled,
