Why are we doing this?
Allows the arm to move to a preset angle.

Whats changing?
Removed a redundant line of code.
SetArmAngleCommand now takes an optional UsefulArmPosition parameter
Update ArmSubsystem's UsefulArmPosition to have a "scooch note" arm position - safe to scooch a note through, but low enough that we can still efficiently collect notes
