Michigan updated the scripts for controlling their opponent vehicles. These changes require the client/server run in synchronous mode and at a fixed rate of 20-50Hz (0.04 - 0.02 seconds per tick.) We need to test our code to make sure it works with these settings.

- Updates the client/server settings of the ROS AV stack to match what Michigan needs for their challenging vehicles to operate correctly.
