Description of Changes
Removes the toggle option to disable per-game settings
Rationale behind Changes
Nobody actually used this, and users were just disabling this then wondering why their settings didn't work, along with confusing people trying to support them. So negatives hugely outweigh the positives of having the option there.

Make sure per-game settings still work
