fixed haptic retroarch to 100%

The previous value worked fine in pcsx4all, but in retroarch, the strong motor exceeded the value 1 if you had set the vibration to 100%, seeing that it only works below 70% I have readjusted the values so that it does not exceed the value 1 to 100 % so that this does not happen again.
