Create TQFN-32-1EP_3x6mm_P0.4mm_EP1.25x3.5mm using footprint generator.

The Diodes footprint name is ZL32 and the drawing is at https://www.diodes.com/assets/Package-Files/ZL32.pdf though it's an older revision than in the PI3DPX1203B datasheet.
