Improvements for unit test workflows on CI

• Bump timeout for unit tests from 30 mins to 60 mins
• Fix "Run Cesium tests" step to show a red X when errors occur
• Show log and show report steps always try to show, even on error or cancelled build
• Rework "Evaluate tests results" to show pass / failed tests and show X if any failed

Improvements broken out from PR #1190 so they can be merged individually (and sooner)
