Merge consent-proof-signature and frames-client from web repo

Summary

This PR is another step in migrating all current JS/TS code bases into a single repository. It adds the consent-proof-signature and frames-client packages from the xmtp-web repo, including commit history and tags.

Other changes

• Added base tsconfig files for these packages
• Removed existing linting/formatting configs and tooling
• Re-formatted code
• Fixed some lint issues
• Changed output directory from /lib to /dist
