Per lines 85-87 of WordPress wp-includes/option.php, when get_option() detects an empty array it returns false, not the empty array.
PHP v8.2.7 throws a fatal error in this case which sends SRC 500 to the client browser. Previous versions of PHP (TBD) apparently ignored the error.
