I spent some time on the github actions failure:

#17 1.394 cat: api/md/tpm2_8h.md: No such file or directory
#17 1.395 make: *** [Makefile:88: pdf-prep] Error 1
#17 ERROR: process "/bin/sh -c make pdf" did not complete successfully: exit code: 2

It's in master branch introduced around 4 months ago.

I went through this a few weeks ago with Eric and we spent several hours trying to fix. Cannot reproduce locally.
