@nhjohnstone - in the changes to the files:

config/install/core.entity_form_display.paragraph.vertical_tab_panel.default.yml
config/install/core.entity_view_display.paragraph.vertical_tab_panel.default.yml
config/install/field.field.paragraph.vertical_tab_panel.field_vertical_tab_panel_body.yml

Please remove the lines

_core:
  default_config_hash: <HASH>

Adding those hashes will likely prevent the config to sync up through the distro config update module.
