[release-18.0] Bump to v18.0.6-SNAPSHOT after the v18.0.5 release #15888

Includes the changes required to go back into dev mode (v18.0.6-SNAPSHOT) after the release of v18.0.5.

  • vtctl command output order should be stable and awk-able.
