1.0.0 release of Vertica container support

This is the initial release of individual container tools for Vertica.

Note that these containers require a released Vertica RPM or .deb file for use.

Included in this release are:

• Single-node experimentation container for Vertica --- useful for experimenting with Vertica on your laptop.
• Initial release of a UDx development container for compiling User-Defined eXtensions for Vertica
