update: SOP amendments for Cycle 2412 (#141)

* Add Mikey's 2412 SOPs changes

* SIDs and Assignment, VFR proc

* update: Clarify maximum climb altitude for Dunedin Tower to FL250 in STH and DN TWR

* update: Direct-to changes for WPT name changes

* remove mentions of `POLIS`

removed mentions of `POLIS` and changed to `AKELA`

* further revisions to SID table
