Initial HACS Release

This is a 1-to-1 drop-in replacement for the official raincloud integration found inside Home Assistant. As it relies on web scraping it's officially deprecated and only a matter of time until it's removed entirely. Given this I decided to move it to HACS where it can have a new home.

Additional updates and enhancements are forthcoming in future releases. Subscribe to the beta channel in HACS to participate in testing.
