Create a Definition Of Done (DOD) that will be used to define the intended functionality or result. This can be then be verified manually or (preferably) by an automated test.

Label the issue with either "ID Tool" or "arpa quarterly reporter":

Add other labels as appropriate.

Add discussion of implementation details with enough detail so that anyone (theoretically) can work on the issue.

Save the issue.
