Prototype of maintenance mode
Why
Some types of application update require that TAP is out of action for a short period of time - or at least, no data should be changed during that time. A means of preventing active user interfaction with the service should provided, while also showing an informative message.
We need to test the design of the page.
What
This PR creates a draft prototype page for how maintenance mode could look.
It is on a hidden URL so I can work with UCD team to see where it best fits in the TAP structure.
