Version 3.1

Adds new theme options, including the minimal CLF.

Template changes may be required if updating from a previous version. Specifically, if you have made modifications to: page.tpl.php, html.tpl.php and maintenance-page.tpl.php. CLF js and css files required are now added in theme_preprocess_html.
