This PR moves the clone of qemu/qemu from a
RUNto anADDtargeting a url with a fragment targeting a specific git ref which does a shallow clone resultig in a quicker build time.The migration of
QEMU_VERSION's default value fromHEADtomasteris to ensure the fragement has a valid ref.
