Normalized Count Scaling Before PCA?

Should normalized counts be scaled before running PCA?

I was just looking through the dimensionality reduction section and noticed that you use the log1p_norm counts for the PCA. Is there a particular reason for not applying scaling before PCA as a best practice approach?
