chore: optimize svgos for inline html usage

• Removes the tagline from the Docusaurus config as this was unused.
• Enables features of SVGO which are safe for inline HTML usage. (They aren't enabled by default in SVGO in general, as they can break SVGs in SVG editors, in <img> tags, or inline a CSS background.)

The difference overall is negligible, but figured it was worthwhile we'll probably be using SVGs more on the website to both offer a visual explanation and showcase SVGO.
