Mulaw table improved once again, now using tables from Namco's Wii VC emulators.

Improved some playlists
- Identified the "time out" song from Great Sluggers series, also added speaker check tune
- Added an optional (but disabled) hack in rapid river to fix a broken sample, just for curiosity...
- Added triggers for the staff roll theme from Tekken. There is a short version, a long version and a variation that segues into the name entry music.
- Added coin sound to Xevious 3D/G.
- Song triggers added to Outfoxies.
- Improve song volumes in pacapp2 and pacappsp
- Added ini entry and playlist for Abnormal Check
- Some typos fixed
