elm-analyse.A summary of the changes introduced here: attempt to load
docs.jsonof dependencies from$ELM_HOMEbefore trying to load it from the elm package server.This is useful when working offline if the package has already been cached in
$ELM_HOME.I believe this should also resolve the issue described in #218.
