This PR fixes the "Build" workflow on the CI for the Windows, macOS and Emscripten builds.
@stevenlovegrove I noticed that the "Build" workflow was broken for a while and that PRs did not require it to pass. Since this works now on all platforms, incl. the vcpkg caching, I am enabling this for PRs.
