* Upgrade js-xdr, dependency upgrade, GHA fixups:

  - `js-xdr` set to v2.0.0
  - `yarn upgrade-interactive --latest`
  - `rm yarn.lock && yarn`
  - GHAs enhanced to work around `yarn` bugs?
  - CHANGELOG entry + version bump added
