Sometimes nightly syncs can fail when replicating Ark to Test Pulp, leaving distributions available on Ark, but not accessible to stackhpc-kayobe-config CI.
Add a playbook for querying Ark for a list of repositories that match a defined version string, then use existing playbooks to complete the repository/sync/publication/distribution pipeline from Ark to Test Pulp.
Also add a GHA workflow to make this self-service.
