This PR is backporting some of the minor adjustments and fixes from #23. It does not include everything because updating the
lines-around-commentrule would be more involved and I'd rather keep that in the upgraded version of the plugin since the base rule is also a different one (or rather has also been upgraded and the way to work with the base rule has changed too).
