add: викиредакторы/активные разработчики/маперы будут получать 2-ой донат тир в игре.
tweak: Админы теперь получают не 5-ый, а 2-ой тир (Изменение тира через VV логируется)
fix: Теперь админы прайма получают привелегии если они на мейне и наоборот
