AWS hosting updates, minor bugfixes

Due to funding reasons, we had to change the AWS bucket in which all data and models were stored, which necessitates a change to all urls in this repository.

There are also a handful of bugfixes since the last v0.4 release.

TAPE version 0.4 release

Introduces several bugfixes (tape-eval)

Adds the TRRosetta model, along with pretrained weights of all five ensemble models ('xaa', 'xab', 'xac', 'xad', 'xae').
