SNOW-1449792: Adding pipeline to integrate modified apps into Snowflake

Integrate each modified app using snow app run by setting up a new CI pipeline. E.g.

Given the following repo structure:

/native-apps-examples
   |-mailorder
   |           |-*
   |-data-mapping
   |           |-*
   |-account-privileges
   |           |-*
   |..

From the structure above, if there are changes only in mailorder and account privileges, only these apps will be deployed.
For apps that need some dependent data before being deployed, you need to create a new file in the app's root named ci.sh to define the steps needed to successfully deploy the application. E.g.

 snow sql -f 'prepare/references.sql'
 snow app run
 snow app teardown
