Set timeout for pytest workflow to 1 hour #742

Description

Uses the timeout-minutes setting to reduce our maximum test run time from 6 hours to 1 hour.

Motivation and Context

If tests hang, they'll hit the 6 hour timeout. Our tests typically take 20-30 minutes to run, an hour long timeout is plenty for us and avoids hogging a runner for 5 extra hours.

How Has This Been Tested?

Not tested.
