Update to Docker Compose v2 in docs and workflows

Description

This replaces docker-compose with docker compose where needed to make the switch from v1 to v2.

Motivation and Context

It appears docker-compose is no longer available in the actions runners.

ocs just made this switch too: simonsobs/ocs#395

How Has This Been Tested?

Need to test in the CI on this PR.
