a pal for converting Rmd chunk options to Quarto yaml

I've tested it a bit, but I will do more. Also, I'm open to different naming, etc.

The documents are incomplete. I've created a draft PR to see if the package additions are in the right format before doing more.

Nice! Been keeping a pal like this one around in my directory and finding it really useful.

I'm not planning on adding any more pals to the package itself, but the machinery for extending pal is pretty solid at this point. This vignette section describes the process that probably makes the most sense for these changes, as you've started to put together some documentation already and Hannah's added a pal with the same goal to the Gallery that's just a .md rather than an extension package. If you end up making that happen, I'd be more than happy to include it in the Gallery.
