BaseTools:Delete FrameworkDatabase from BaseTools/Conf

BZ:https://bugzilla.tianocore.org/show_bug.cgi?id=1627 The FrameworkDatabase was already obsolete, So, FrameworkDatabase can be removed from BaseTools/Conf. This patch is going to fix this issue.
