Use GitHub App authentication instead of authentication using a Personal Access Token (PAT). We needed to use a PAT in the first place because the GITHUB_TOKEN that is provided to GitHub Actions run automatically doesn't have permission to convert a PR to draft.

Turns out, GitHub Apps don't have this permission yet either, so this PR won't work (yet). See: github/docs#8925 (comment)

I also raised a GitHub support request personally to get this issue addressed.
