- update links to point to GitHub RFC process - remove text on the docsite and link to RFC repo instead Ideally we'd include some of the RFC repo text directly on the docsite, but that can be a future step. Signed-off-by: Gerwin Klein <[email protected]>

Update links to point to the new GitHub RFC process and remove old RFC text (replaced with link).

Also bring the platform-owners text up to date, removing references to old tools and orgs (Jira and D61).
