vm_arm, zynqmp: add cmake option for petalinux

This commit adds a CMake option to allow the VM to be configured for different Petalinux versions. Currently, 2021.1 is supported; however, this will allow additional versions to be easily added to the project. Signed-off-by: Chris Guikema <[email protected]>
