An old ubiquity function
clean_incomplete-databeing called bysave_editorandsave_contributorbut notsave_creatorHave left this in place but changed so that
incomplete == no given namerather than no family name. This brings the behaviour into line with the instructions on the formExpected Behavior Before Changes
