Update website to include the current governance and team structure

Main changes:

• added scala core and compiler team pages
• add development guarantees page
• moved around governance, updated with the links to the new pages
• reworked a number of smaller changes as suggested by multiple parties

It worked for me. So maybe it's an issue with the incremental building of the website locally.

The latest blog post visible on the page is wrong, it should be 3.5.1 if you were on my branch @hamzaremmal

Ok, I've deleted the _site folder, deleted the container and regenerated everything and now it worked
